The time for decision is fast approaching for the people of southern Sudan, who are going to the polls to decide if the largest country in Africa will be split into two.

Voter registration has begun for the long-awaited referendum that aims to end one of Africa’s worst civil wars and could lead to the creation of the newest African state.

“Our assessment is that the majority of the people in south Sudan are for secession,” said EJ Hogendoorn, Horn of Africa director at the International Crisis Group.

“We expect the vote to be for independence and that will eventually lead to the creation of an independent state in south Sudan,” Hogendoorn told The Media Line. “If that exercise doesn’t go smoothly then the possibility of a conflict increases.”

Under the guidance of the United Nations, voter registration has begun that will put the fate of south Sudan into the hands of not only those living in there but also those who fled northward and to other countries to flee the fighting. The U.S. has made clear it views the vote as so critical that it has offered to remove Khartoum from a list of terrorist-sponsor states if the poll goes ahead as scheduled.

A UN referendum commission has set up about 2,800 registration centers, with all but 165 located in the south. Southerners living in the north, estimated to number about 1.5 million, are entitled to vote. The UN has provided logistical support by transporting registration forms across both countries, especially to remote areas.

“We have been highly impressed by the large turnout that we have witnessed for ourselves, for the registration process especially here in Juba and the people are obviously very enthusiastic, they are very patient, there have been long queues. The process of registration is proceeding well,” said Benjamin Mkapa, chairman UN Referendum Panel.

The referendum, set for January 9th, was first called upon in 2005 as part of an agreement to end decades of civil war between the largely Muslim north and Christian and animist south. Nearly two million people have died in this conflict, which has also displaced another 4 million people.

With most of Sudan’s oil reserves in the south, the question is whether the government in Khartoum will let it go without a fight. In addition to offering to drop if from the list of terror sponsors, America has dangled carrots of relief, aid and debt reduction if the referendum is trouble free to Sudan’s president, Omar Al-Bahir.

The Comprehensive Peace Agreement (CPA) also calls for a simultaneous referendum in the oil-rich province of Abyei to decide whether to remain part of north Sudan and join the south.

“If the Government of Sudan fulfills the CPA, if it resolves the future of Abyei, if it holds Southern Sudan’s referendum on January 9th and then recognizes the will of the Sudanese people in the south, then the United States is prepared to begin the process of withdrawing Sudan from our list of state sponsors of terrorism,” U.S. Secretary of State Hillary Clinton told the UN Security Council last week.

In recent weeks, tens of thousands of former south Sudanese who fled the war have been flowing back to the south so they can vote there under the campaign “Come Home to Choose.”

“We left because of the war. Let us go back and live in peace in our land and re-establish our lives just like we did in the north,” said Elisa Chek Luke Majak, southern Sudanese Returnee.

But getting across the one-million-square mile nation isn’t easy. Some have been left stranded at bus stands and once they arrive, they have been put up in public areas and are in need of basic care and humanitarian assistance. Growing insecurity has put UN relief in question.

“Humanitarian agencies have reported a worrying deterioration in the operating environment in recent months in the South, in Abyei and in Darfu. Growing insecurity is a major concern and is limiting the freedom of movement of humanitarian workers and their ability to offer assistance to people in need,” Valerie Amos, under-secretary general for humanitarian affairs, told reporters at the UN last week.

With voter registration expected to take until December 1st, donor nations have provided vehicles and aircraft to help.

Hogendoorn said the neighboring states around southern Sudan believed they would benefit from the economic stability of the region after independence.

“The reality is that a number of states that surround southern Sudan are relatively positive about their independence in part because if there is a stable south Sudan there it presents a huge economic opportunity for them,” he said.

However, Hogendoorn said there was some concern among African Union members that the south Sudanese example could set a precedent for other nationalist movements.

“And they are nervous about that,” he said. “If you talk about some of the North African countries they are quiet concerned about the split of Sudan, but our assessment is that many of them now are quietly resigned to that eventuality.”

Both the south and the north accusing each other of a military build-up on the shared frontier, the UN peacekeeping mission in Sudan has already stepped up monitoring along the border and reinforcing “hotspots.”

“If this process is not handled well it could spark conflict and could escalate. No one in the north or south wants to see a return to conflict, but it could trigger to localized violence and that has the potential of spiraling out of control,” Hogendoorn.

Contender for Israeli Labor Leadership Ready to Give Netanyahu Time

Tel Aviv, Israel (TML) – Isaac Herzog, who has declared his bid for leadership of Israel’s Labor Party, said the current political constellation had created a “golden opportunity” for reaching an Israeli-Palestinian peace agreement but that Labor won’t remain in the government for long if the government doesn’t act.

Speaking before diplomats and journalists in Jerusalem, Herzog said he saw both Israeli Prime Minister Binyamin Netanyahu and Palestinian Authority Chairman Mahmoud Abbas as “stronger than they are perceived” in their ability to reach an agreement. But, he warned, Labor won’t remain in the government for long if Netanyahu doesn’t act.

“I’m convinced that there is a golden opportunity now in the region to reach a breakthrough for peace between Israel and the Palestinians,” said Herzog, the welfare and social services minister. “There’s a convergence of interests which is quite rare.”

Labor is the most dovish party inside Netanyahu’s coalition and many of its members have been uneasy with the progress of the peace talks, which began in early September but suspended three weeks later. Labor’s 13 seats in the Knesset would reduce the coalition’s parliamentary majority to just 61 in the 120-seat legislature,.

“We demand to see a peace process moving on, and we made it clear that within a horizon of a couple of weeks we will know where we are at; is there progress or will it lead us to leaving the government,” Herzog said at a briefing held by the Institute for Contemporary Affairs in Jerusalem.

Herzog, who serves on the inner security cabinet responsible for key strategic decisions, defended the party’s continued participation in the coalition government despite the total lack of progress toward peace with the Palestinians.

“My line as well as my party’s line is that we are not willing to waste this opportunity,” Herzog said.

Direct peace talks have stalled over Israel’s refusal to renew restrictions on Jewish settlement construction in areas the Palestinians are claiming for their future state.

“My impression is that he needs to go far and to reach an agreement,” Herzog said. “I cannot say it will be achieved. Right now, we are in this corridor where the weather is foggy. We don’t really see the horizon. Things are being discussed behind the scenes, but my assumption is that there are formulas that are being discussed in order to see how one can resume the talks.”

Herzog declined to discuss the reports that the U.S. was exploring the possibility that Israel would lease parts of the Jordan Valley, one of the areas the Palestinians claim but which Israel wants to keep as a security corrdior, from a future Palestinian state.

Netanyahu is set to depart for the U.S. next week, where he is expected to meet with Vice President Joseph Biden and address a major gathering of American Jewry in New Orleans. Herzog, who announced recently he intended on challenging Defense Minister Ehud Barak for party leadership, said he was publically supporting Netanyahu, for now.

“I feel that Prime Minister Netanyahu is serious. I cannot envision whether it will bear fruit, whether we will achieve that stage. I think he deserves a chance, but I also tell him as well as my colleagues that there is a very limited time span for an opportunity.”

“I hope that next week we will be able to see a formula that will enable us to move forward,” Herzog said, adding that failure to get talks going again “will have political ramifications.”

“We want to make sure we are not missing a golden opportunity for peace,” Herzog said, explaining why his party was still in the government. “We are not willing to declare the talks over and dead. …Out of a sheer sense of responsibility and since the peace process is in our DNA. We would like to see if it is possible.”

“We pay a price for staying in the government but we would like to give peace a chance.”

In 2009 election, the once-dominant Labor Party slumped under Barak to a record low when it garnered only 13 seats in the 120-member Knesset. Other senior members in the party have also hinted they would be making the move toward party leadership.

One of these is Avishai Braverman, minister for minorities, who also threatened Monday that Labor would pull out of the coalition if Netanyahu didn’t take steps necessary to resume direct talks with the Palestinians.
